Saudi driving licence for Pakistanis: school route, conversion, tests

Why most Pakistanis take the Saudi driving-school route, the MOI replacement checklist, Absher booking, and facts on Dallah and Noura driving centres.

By Gulf Guide

Saudi driving licences are issued by the General Department of Traffic (Muroor) under the Ministry of Interior. There are two routes. You can replace a foreign licence from an approved country, or you can train at a licensed driving school and pass the tests. Book either one through Absher.

Can a Pakistani licence be converted?

The Ministry of Interior's page lists a separate procedure for replacing a foreign private licence. Government guidance says that route is limited to a list of approved countries. The list in the NEOM government-services guide names Gulf states, the EU, the UK, Japan, China, South Korea, the USA, Canada, Australia, Malaysia, Russia, Singapore and New Zealand. Pakistan is not on it. We have not found an official notice adding Pakistan. Check on Absher: if the replacement booking does not accept a Pakistani licence, use the school route. Last checked: Oct 2026.

Replacing a licence from an approved country (MOI checklist)

  • The original foreign licence, with a translation if it is not in Arabic.
  • A copy of your iqama and passport, and a letter from your employer.
  • 4 photos (4×6 cm), the completed form and a file for the papers.
  • Pay the prescribed fee. The amount is shown on Absher, and we do not print one.

The driving-school route

  1. Ask the school whether a medical check-up is needed. Government guidance asks for one from a certified centre.
  2. Enrol at a licensed driving school with your iqama copy.
  3. Complete the theory and practical training the school assigns.
  4. Pass the school's computer (theory) test and the road test.
  5. After you pass, collect the licence from the Traffic Department (Muroor).

Minimum ages, as listed by Dallah Driving Company: 17 for a temporary permit, 18 for a private licence and 21 for a public or heavy licence.

Main driving schools (facts only, no ranking)

  • Dallah Driving Company (ddc.sa): offers temporary permit, light transport, small bus and heavy transport licences. Residents need a valid iqama copy. Check its site for branches and any women's section.
  • Noura Driving Center, Princess Nourah bint Abdulrahman University, Riyadh: the university says it set up the first women's driving centre in the Riyadh region. Training and tests are booked on its online portal.

Last checked: Oct 2026. School course prices are set by each school, not by Muroor, so we do not quote them. Before you pay, ask for a written price that includes the tests.

Pay any traffic fines before you travel. See Saudi traffic violations.

Common questions

Is a Pakistani driving licence valid in Saudi Arabia?

It cannot be swapped directly for a Saudi licence unless Pakistan is on Muroor's approved list, and it is not on the lists published in government guidance. Most Pakistanis take the driving-school route.

How much does a Saudi driving licence cost?

The Muroor fee is shown on Absher and the school sets its own course price. We print neither, because we could not confirm a current official figure.

Which driving school is best?

We do not rank schools. Compare the city, whether there is a women's section, the written price including tests, and the official website.

What is the minimum age?

18 for a private licence and 21 for a public or heavy licence, with a temporary permit from 17, as Dallah lists.

Where do I book?

On Absher, under appointments and traffic, or through the school's own portal.
