Absconding case UAE: work abandonment report, ban and appeal

MOHRE's 7-day rule for a work abandonment report, when the one-year ban applies and who is exempt, and how to check and contest a case.

By Gulf Guide

What people call an “absconding case” in the UAE is a work-abandonment report, a labour complaint for absence from work. An employer in the private sector files it with MOHRE.

When an employer can file it

MOHRE's service lets an employer report a worker who has been absent without a lawful reason for more than seven consecutive days, is inside the UAE, and cannot be contacted. MOHRE then reviews the case.

The one-year ban

u.ae says a proven work-abandonment report is one of the grounds for a one-year ban on a new work permit. The ban period starts when the worker leaves the UAE. The law exempts some workers from the ban:

  • Workers on family residence visas.
  • Workers applying for a new permit with the same establishment.
  • Workers with the skill or knowledge levels the UAE needs.
  • UAE Golden Visa holders.
  • Other occupations named by ministerial decision.

Check and contest

  • Check: call MOHRE on 600590000 (8 am to 8 pm, several languages) or use its other official channels.
  • Contest: submit a grievance through MOHRE's channels with proof, such as attendance records, leave approval, medical papers or messages.

Last checked: Oct 2026. No fine amounts are printed here. MOHRE decides each case.
