A NICOP is the identity card NADRA issues to Pakistanis living abroad, and in the Gulf it does more work than people expect. The Abu Dhabi embassy’s FAQ puts it plainly: abroad, a CNIC alone is not enough to apply for a passport. So an expired or wrong NICOP usually blocks the passport too. You can renew it on NADRA’s Pak-ID service from your phone, or at the NADRA counter inside the embassy or consulate. Checked on 14 October 2026.
Renewing on Pak-ID
Pak-ID is NADRA’s online identity service at id.nadra.gov.pk, with a mobile app linked from that site. You create an account, choose renewal, take your photo and fingerprints through the app, upload the papers it asks for, and pay by card. The Abu Dhabi embassy points applicants there as well as to its own NADRA section.
NADRA’s fee structure page places the Middle East in Zone B. For a Smart NICOP renewal it lists USD 20 normal, USD 30 urgent and USD 40 executive, with timelines of 31, 23 and 9 days. It says the fee is charged in rupees after currency conversion, and that the clock starts only after payment. Checked on 14 October 2026.
Pak-ID suits a straight renewal with nothing to change. If your date of birth, parentage or marital status must be corrected, or the card is a first NICOP for an adult, expect to be asked for documents or a verifier, and a counter visit is often quicker.
Saudi Arabia
The Riyadh embassy says its NADRA office handles NICOP, CNIC, CRC (B-Form), the Family Registration Certificate and biometric verification for succession certificates. Its counter fee for a Smart NICOP renewal is SR 75 normal, SR 110 urgent and SR 150 executive, the same as a new card, reprint or modification. The embassy is at Building 8224, Diplomatic Quarter, UAN 920051444. Tokens run 7 am to 3 pm, or 7 am to noon in Ramadan. In the Western Region, the Jeddah consulate is at Building 19, Mushrefah, phone +966 12 669 1046.
UAE
The Abu Dhabi embassy’s SNICOP page lists AED 75 for normal (30 days), AED 110 for urgent (20 days) and AED 150 for executive (7 days). The embassy collects fees in cash at its bank counter. Photographs are taken there, so you need not bring prints. If you live in the northern emirates, the Dubai consulate at Umm Hurair One, phone 04 397 3600, is closer; its site did not carry a separate NICOP fee when we checked.
For a newborn, the Abu Dhabi FAQ notes that UAE law expects the baby’s residence visa within 120 days of birth, and the passport needs a NICOP or CRC first. Start the NADRA step in the first weeks.
Qatar
The NADRA centre at the Embassy of Pakistan in Doha issues, renews, reprints and modifies Smart NICOPs, and also handles the Family Registration Certificate, according to its NADRA services page. It takes payment by debit or credit card only, at the token station, adds a QR 3 bank charge per transaction, and the receipt is valid only for that day. For renewal, bring the original card and passport with copies. We could not read the riyal fee table on that page cleanly enough to print it, so check the amount at the token station.
Oman
The Embassy of Pakistan in Muscat has a NADRA counter listed among its consular services. We did not find a rial NICOP fee on an official page on 14 October 2026. Use Pak-ID, where the Zone B dollar fee above applies, or ask the embassy for the counter fee before you go.
Children and the Family Registration Certificate
For a child’s NICOP the Abu Dhabi embassy asks for both parents’ IDs, a detailed birth certificate naming both parents (or a B-Form), and the child’s passport if there is one. A parent or sibling must appear for biometric verification when the applicant is over 18. Keep the parents’ NADRA records correct first, because the child’s card is linked to them.
