Renewing a Pakistani passport from Riyadh, Dubai, Doha or Muscat now gives you an e-passport. A notice from the Directorate General of Immigration and Passports, reported by ARY News on 29 September 2026, says that from 15 October 2026 new applications at passport offices and at missions abroad get an e-passport, not the older machine-readable (MRP) booklet. The Doha embassy repeated the same date for Qatar, reported on 13 October 2026. Urdu News and ProPakistani reported on 15 October 2026 that the switch had started at missions including those in Saudi Arabia. Your current MRP stays valid until the expiry printed in it. Checked on 16 October 2026.

Some mission fee pages still show MRP prices, which no longer apply to new applications since 15 October 2026. This guide prints a fee only where an official page states it and names which booklet it is for. Where we could not open an official figure, we link the page instead of guessing.

Two routes: online or at the counter

The online route is DGI&P’s portal at onlinemrp.dgip.gov.pk. Its renewal page says you may apply once the passport has 12 months or less left, or after it has expired, and that fees are paid by credit or debit card. The Riyadh embassy’s passport page lists what the portal will not do: a first passport, a change of name or other details, a passport whose pages are used up, and a lost passport. Those go to the counter.

The Abu Dhabi embassy’s FAQ still says six months or less. When the two official pages disagree, follow the portal itself, because that is where the application is judged, and keep a screenshot of what it accepted.

One more condition decides the route before anything else: your NADRA record. The passport is built from your NICOP or CNIC. If the card has expired or carries an old address or spelling, fix it first, which the NICOP renewal guide covers.

Online renewal, step by step

  1. Register on the portal with your own email. Do not let an agent hold the account; the receipt and tracking come to that email.
  2. Pick the renewal category, the validity and the page count, then choose delivery. DGI&P’s fee page says collection at a passport office or foreign mission is free, and delivery abroad is charged by country.
  3. Fill personal and address details exactly as they appear in NADRA.
  4. Upload the photograph and the documents the portal asks for, including a copy of your residence (Iqama, Emirates ID, Qatar ID or Omani resident card).
  5. Print the fingerprint form, fill it, scan it and upload it. The portal’s own time table puts the whole application at about 16 minutes if your papers are ready.
  6. Review and pay last. DGI&P says an online fee is not refundable and cannot be moved to another person, so check the spelling before you pay.

DGI&P’s e-services page says an online normal application can be converted to urgent later by paying the difference online, which helps if a trip comes up.

What the online fee looks like (PKR)

Online fees are set in rupees and your card bank converts them. DGI&P’s fee page adds Rs 2,500 to every overseas application. For a five-year, 36-page MRP it shows Rs 7,000 normal and Rs 10,000 urgent before taxes, delivery extra. DGI&P’s general requirements page carries a separate e-passport schedule for overseas applicants; for a five-year, 36-page e-passport it lists Rs 9,000 normal and Rs 15,000 urgent. Checked on 14 October 2026. Since 15 October 2026 the e-passport line is the one that applies; read the total the portal shows before paying.

Saudi Arabia: Riyadh embassy and Jeddah consulate

The Riyadh embassy is at Building 8224, Diplomatic Quarter, UAN 920051444. It lists consular token hours as 7 am to 3 pm (7 am to noon in Ramadan), takes fees in cash, and can send a finished passport by Aramex to Tabuk or another city. Its e-passport schedule, checked on 14 October 2026, is SR 150 normal and SR 250 urgent for a five-year, 36-page booklet, and SR 275 and SR 445 for ten years.

The Jeddah consulate’s passport page serves the Western Region, Sunday to Thursday, with online appointment booking from that page. It prints the same e-passport figures as Riyadh, and its delivery estimates are four weeks for normal and two weeks for urgent. For a child, Jeddah asks for the B-Form or NICOP, both parents’ CNIC, passport and Iqama, and at least one parent in person. Children aged 10 and over need NADRA’s juvenile card.

Bring to either office: your CNIC or NICOP and a copy, the old passport and a copy of its data page, and an Iqama copy. A government employee also needs a departmental NOC, and a dual national needs the other passport.

UAE: Abu Dhabi embassy and Dubai consulate

The Dubai consulate is at 2 11th Street, Khalid Bin Al Waleed Road, Umm Hurair One, phone 04 397 3600. It says no appointment is needed for passports: walk in Monday to Thursday 7 am to 1 pm, or Friday 7 am to 11 am. Adults bring the original passport and the original valid CNIC, NICOP or smart card, each with a photocopy. For a child, both parents come in person with their passports and ID cards.

The Abu Dhabi embassy takes fees in cash at the bank counter in its consular hall, with an ATM outside. No photographs are needed, because they are taken at the counter. Neither UAE mission had an e-passport fee in dirhams on its site when we checked on 16 October 2026; the Dubai fee table still lists MRP prices. Those MRP prices no longer apply. Pay the amount on the e-passport fee voucher at the counter, and keep the receipt.

Qatar: Embassy in Doha

The Embassy of Pakistan in Doha runs consular work on a walk-in token system, first come first served, with the complaint line +974 4483 2525 and WhatsApp +974 3372 2196 listed on its consular page. It moved to e-passports on 15 October 2026. We could not open a current riyal fee for the e-passport on an official page, so we do not print one. Pay the amount on the fee voucher, and keep the receipt.

Oman: Embassy in Muscat

The Embassy of Pakistan in Muscat publishes its consular services on mofa.gov.pk. Rial passport fees for Muscat are quoted in newspapers, but we could not open them on an official page on 14 October 2026, and since the e-passport switch those MRP figures would not apply anyway. Call the embassy or read that page before you go, and use the online portal if your case is a plain renewal.

If the passport is lost or held by an employer

A lost passport cannot be renewed online. It is a counter case in the lost category, and the fee is higher: the Riyadh and Jeddah tables roughly double it for a first loss. The Riyadh embassy says a passport kept by an employer or kafeel can also be replaced in the lost category. If you need to fly before a new booklet is ready, the Dubai consulate lists an emergency travel document for lost passports with a police report, copies of your CNIC and the lost passport, and two photos on a white background.

Common questions

Can I renew my Pakistani passport online from Saudi Arabia, the UAE, Qatar or Oman?

Yes, for a plain renewal, on DGI&P’s portal at onlinemrp.dgip.gov.pk. A first passport, any change of details, a used-up booklet or a lost passport needs the embassy or consulate counter.

Did my old machine-readable passport stop working on 15 October 2026?

No. The DGI&P notice reported in September 2026 says existing MRPs stay valid until their printed expiry. Any renewal from that date gives you an e-passport.

How early can I renew?

DGI&P’s renewal page says 12 months or less before expiry, or after expiry. The Abu Dhabi embassy FAQ still says six months, so follow what the portal accepts on the day.

What does an e-passport cost at the Riyadh embassy?

Its schedule, checked on 14 October 2026, lists SR 150 normal and SR 250 urgent for a five-year, 36-page e-passport, and SR 275 and SR 445 for ten years. The fee is paid in cash.

Do I need an appointment at the Dubai consulate?

Not for passports. The consulate says walk in Monday to Thursday 7 am to 1 pm, or Friday 7 am to 11 am.

Can I collect the passport for free?

Yes. DGI&P’s fee page lists collection at a passport office or foreign mission as free. Home delivery abroad is charged by country and is only offered in some countries.
